Upgrading from 1.6.3 to 1.7.0 problem

I decided to upgrade and found after I installed everything this message when I go to the site.

Fatal error: Call to undefined method PHPWS_Core::checkSecurity() in /home2/wayradio/public_html/907/index.php on line 51

Error Logs show the following:
[10-Jun-2010 11:33:24] PHP Fatal error: Call to undefined method PHPWS_Core::checkSecurity() in /home2/wayradio/public_html/907/index.php on line 51

I opened index.php to see what it is referencing and found on lines 50-51 the following:

require_once PHPWS_SOURCE_DIR . 'inc/Security.php';
PHPWS_Core::checkSecurity();

Then went to inc/Security.php to make sure it had been uploaded. It had and here is the code:
