Forum Error with Banning System
 

"You are not authorized to ban users who are not considered normal, registered users"

A moderator at my forum has recently tried to ban a user and she got this message. She is a Super Moderator I can ban users fine but she can't ban users at all. I'm running on a Windows Server Using IIS 6.0 as I heard things about ModSecurity.
