Forum Sub-Forums (splitting them in top and bottom)...

I Have sub-forums on my forum. Currently, I have them at the bottom of my forum. I would like to take one of them to the top of my forum.

How would I do this, Please?

Just like on the Homepage here on vBulletin.com.
