Forum Options for handling Tags
 

I want users to be able to:
- tags others' threads
- tag own threads

I don't want users to be able to:
- create tags

Is there a way for users to see available tags when attempting to tag threads? Right now, if they enter a tag that hasn't been created they get an error popup... but no options.

Alternatively, is there a way for users to "suggest tags" or "create tags pending moderation", prior to tagging?

Just trying to prevent abuse of the tag system to maintain their intended purpose.
