CMS Users see cms navtab but can not view it
 

I as admin have access to the cms and the articles.

My users see the "HOME" nav tab but when they click on it they see the "you have no rights to access this page" site.

admincp> vbulletin cms > manage cms rights > read access is set for all users

How can my users access my cms?
