CMS Editing CMS and Forums headers to put up a permanent message?
 

Hello,

How do I go about putting up a permanent message in the CMS and Forums? I want to put a message that is not bumped by new posts or articles. In other forum/CMS sofware that usually involves editing some template usually a header....

Can anyone help?
