User Interface Member Action dropdown menu is onconsistent

On Forum Home, the last poster username uses the memberaction dropdown, but the users being shown as online in the What's going on box are not.

IMHO it should be used about everywhere or nowhere.

The current behaviour just confuses the users.

I'd also like to see some enhancments:

• (Optionally) load the menu via AJAX
  I see no point in including it for every user on every thread page, the links are clicked pretty seldom compared to how often threads are veiwed
• Some settings to (partially) turn it off would be nice like
  • Enabled for all users
  • Enabled for registered users only
  • Disabled
