Can Vbulletin do this?
 

Or does anyone know of any modules that can, I should say... we would like the ability (with whatever package we purchase) for our user to select "on topic" or "off topic" when they are entering a thread, which would, of course, send each to a different forum. Sounds silly, but we have our reasons based on personal experience with modding a big internet forum. :)
