Forum Question Marks appearing everywhere

I have installed a couple language packs, and I now have a few issues these being:

i. A lot a question marks appearing the admin cp even though the language is still set to default english us in the forum!! I've tried changing it and changing it back I've checked the encoding type it is the default iso 8859-1 I tried to reinstalling from the original source but still the same issue!

ii. I have purchased the branding free option and have successfully configured to remove the branding but in other languages the branding remains even if I modify the phrases for that language to be blank or whatever!

ii. I have version 4.0.2 how to do an update, do I need to do a fresh install or is there a simpler solution?
