Ok I have vbulletin version 3.8.2 but it says my licence is inactive???? yet says its owned????

I see vbulletin has now released a new 4.0 version of vbulletin, Does that have vbseo 3.5 integrated into it?

How much does it cost for me to upgrade to the latest 4.0 version?? being as im an owner already

a renewal shouldnt cost $195
