Shouldn't the avatar be moved to the top to replace the profile photo since the feature is disabled?

Profile photos on vb are enabled so in this case I guess its "ok" that it show a blank/unknown image above and my avatar below.

BUT if the admin disables profile images what is the point of the blank image above and when an avatar is present? Shouldn't avatars replace it that top image when profiles are disabled?
