Forum Notices Are Messed Up
 

hey there

I recently updated my forum to vb4.. and there is something wrong with Notice. First of all. It doesnt show up to guest. i have one with condition ( show if usergroup belong to unregisterd/not logged in)

and it still doest show up to guetst. but there is one for a certain forum for all usergroup which works fine.

second a default welcome message is showing weirdly under footer
take a look at the screenshot

I checked footer, forumhome, forumdisplay template, but couldn find the code to remove it.

Please advice.
