How to change message notice that the Registration is turned off???
 

I added Recaptcha to try to reduce spam accounts, but they are still able to register, so I turned off my registration, but I want to change the message that appears when someone wants to register.

I just want to add a contact email, and a list of questions to answer for me to activate their account.

Can someone tell me where I can edit this notice???
