Forum vBulletin 4.0.2 PL4 Upgrade

Here is my question:
I was running vBulletin 4.0.2 PL1 and used the PL4 suite patch containing PL1 TO PL4 security fixes.
But when I run in the upgrade system the upgrade_402_salt.php it took like 1 second, and only 1 update was made, I'm guessing the stronger mesh for passwords.

Is this normal? Only 1 upgrade process from PL1 to PL4?
