CMS New Parent Section
 

I've search around in the admin panel and Database itself but can't seem to figure out where or how it's defined as a parent.

How the site I'm working on is setup, we would like to use multiple parent sections. I read a few post saying it would be in 4.0.2 but I don't see the feature anywhere. Any idea how I could go about doing this?
