Does a site that has been turned off and is setting idle count as piracy?

I got this site from someone else and did purchased a license when that was done. I didn't have time to do anything with that site and it was turned off.

I am currently working on my forum that I moved from to vB4.02 http://edcforums.com/forum.php

After I was happy how edcforums was working I was then going to move poncacity forums to what ever version of vB4 was the latest release. Right now I don't know if I even want to stay with vB anymore.

If I do stay with vB or even if I do not I have no intention of turning on poncacity forums with out a valid license.

I am guessing I am in violation to just have it setting there closed like it has been? They way I am reading the email I have even hiding it is not good enough and that I have to delete the software completely.
