Globally Disable HTML
 

I am working on a site and the user has HTML enabled on ALL forums. After explaining why this is a bad idea he wants it off, the problem is there are like a bajillion forums and it would take hours to turn HTML off individually in each one. Is there a query I can run to disable it in all of them? Or a switch somewhere to disable it?
