CMS Editing areas
 

On my CMS page, when a user hovers their cursor to the right of the Sections (hope that is the right term) title a small pencil shows up. Clicking on opens the editor toolbar.
How can we remove this capability. Under the permissions, it displays that they can read etc but not add...edit or change.
