Forum Scrollbar on bottom when logged out.
 

This only happens when you are logged out of the site and in IE. I cannot for the life of me figure this out, it happes in all of my styles, I have removed all of my addons and still cannot resolve this.

The only thing I could think to do was remove the notice box that shows up but that did not fix the issue, any help would be appreciated.
