If i buy vBulletin, do i have to keep paying for it? or is it just a one payment?

Because i was thinking about getting 4.0 forum lisence.

EDIT: Another Question, How big is the vBulletin Software .zip or whatever it is in? cos my internet sucks lol so i don't wanna wait ages
