Some Questions About Menu/sub Menu, Ads and More...

I am about to purchase this software and will like to know if the CMS part can do the following for me. I created a menu that can be viewed at the site http://www.accessguyana.net

I want to create forums and other items on the site and if I am not on the forum section, say the chat section I want to keep my menu. basically the menu and sub menu needs to be maintain regardless of where I am browsing on the site. Presently I am using CSS and a java menu. I need to know if I can create the same menu withtthe CMS part of your software. Basically, I am trying to have a layout simlar to Vbulletin site but the navigation menu will have sub menu also. The site will have some ASP/MS SQL integration. Lastly, can I inegrate Google Adsense into the site with Vbulletin. Thanks for your answer as I am eager to purchase the sofware.
