User CP - Visible Post Elements - Global Setting / DB Query

For some reason the following User option is not checked, for all members:


User CP
-Thread Display Options
--Visible Post Elements

---Show Images (including attached images and images in [IMG] code)



Where is this option set globally? (e.g. registration settings)

also what query can I run to enable this on all user accounts?
