Help!!! Japanese letters in username
 

I have a member that tried to have a Japanese name as their username, but what shows up is ??? strangely enough, the japanese letters show up in the message body. How do I fix this? I have included a picture of the forum post. How do I allow Japanese letters in the username? I have version 3.8.3. Thanks for the info in advance.
