Forum Forum Not Displaying Right In Google Chrome

I am not the only person to see the forum this way. I've been reported to that this happened after the upgrade to 4.0.2.

I have reverted all templates, disabled and uninstalled all plugins, removed ads, deleted files, re-uploaded, and still is doing this.
