Some admins cannot access user list
 

Using vBulletin version 3.8.1 Patch Level 1.

The two administrators in question have Administrator as their primary usergroup with no secondary usergroup. All forum permissions for the Admin group are set to "Yes." They cannot see the users list or edit users, which means that they can't approve new members.

I've checked every control i can think of and can't find a reason why they can't see the users list.

Any ideas?
