CMS Where are the Permissions for whether Guests can Comment?
 

I've noticed today on a test site running 4.0.1 Suite that guests are able to comment in some form, all of which are the following:

Is this some feature that should be using a master admin account and it isn't, or is it that users can actually comment unregistered (as I can't see how they can when I check it our unregistered)? If so, where are the settings to refuse permissions for it?
