Suite Fresh 4.0 install question regarding the 3.0 installation file on site

Regarding the 3.0 installation instruction file in detail listed on this site ...... can this be used exactly to install a fresh copy of 4.0 on a new server? I ask because I did not find a 4.0 specific install tech srticle.
