Plugin Manager not there
 

I am a SuperAdmin on the board and have access to the FTp obviously.

I am not finding the Plugin Manager like I have on my other boards.

I made sure the Plugin/Hooks is check marked to yes


I am unaware how to fix this, I have searched and havent found many answers.
