Forum Editor Toolbar issue
 

Hello,
I have not found anything pertaining to my problem so please forgive me if this is a re-post.
Ever since I upgraded to 4.0, the Editing Toolbar has become skewed (as seen in the screen shots).
It is distorted throughout the CMS, Blogs, and Forums.
I have changed the toolbar from WYSIWYG to Basic a few times but nothing I have tried has worked so far.

Has anyone had this issue? How can it be solved?
