Allow or Deny the "Promote to Article/Blog This Post" option for forums
 

I originally put this in my 4.1+ Wish List thread, but I realized after thinking about it, I should put this in the suggestion forum on its own as it is relevent to any 4.0.x version also.

I have no need for either inside my staff forums and otherwise private member forums, and should be able to disable them in the forum settings for any particular forum.
