CMS VB 4.0.1 home/CMS page requiring login
 

For some reason unregistered users cannot view the home/CMS front page.

I've already checked in the admincp -> Forums and Moderators -> Forum Permissions section that permissions to "vbCMS Comments" are readable for unregistered users

I've also set "Can Read" for everyone but "Banner users"in admincp -> vbulletin CMS -> Permissions, and cleared the CMS cache just in case.

However I'm still see the "You are not logged in or do have permission to access this page" message on the CMS home.

No extra plugins enabled other than the Blog/CMS which came with VB, no core file edits, etc
