Some Users Unable to See Forum Home Page After Promotion

In order to try and get some control over a recent attack of spam via the PM system, a new usergroup has been created with the same permissions as the standard 'Registered User' group. 'Registered User' then had all of it's PM functionality turned off. A relatively easy to pass promotion rule was set and the scheduled task tool run against it, which resulted in a little over half the existing 'Registered Users' moving up into the new group. Since doing that though, some members have been seeing the following message when trying to access the vBadvanced forum home page:

"Member, you do not have permission to access this page. This could be due to one of several reasons:
  1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
  2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation."
What they are finding though is that if they select either 'Forum', 'New Posts' or one of the forums from the drop-down, they are still able to see threads and contribute to them as normal.

I've gone through the exercise of asking some to clear their caches, logout/login, try accessing from another computer, but this hasn't resulted in them seeing the home page as normal.

I've also tried creating a test account and posting in it until it meets the promotion criteria, but I never saw the message other members are complaining about.

Whilst I'm relatively new to vBulletin administration, I've tried looking at about everything I can think of to see why they might be experiencing a problem, but still keep coming back to an uncleared cache somewhere.

The only other thing that was done was to rename the modcp and admincp folders to reduce the possibility of a direct attack via that route. For those who have access to those areas, all seems to be fine though.

Can anyone offer a suggestion as to what might be going wrong here?
