Why encoding does not work in vB in e-mail messages?
 

I tested encoding and seems does not work encoding for some countries:
ščžćđ

I posted to webmaster sample e-mail and also registration but without this characters.
All characters are correct set in database and in Outlook testing is also Windows-

Center and Eastern part of Europe.

How to solve this?
Need help
