vB4 Weird issue in IE8 - Scroll bar at bottom and space to the right
 

Ok in IE8 (I checked in Google Chrome and it doesn't happen there, have not tried Firefox), when you are logged out you have a ton of white space to the right of the page which in turns creates a scroll bar on the bottom. When you are logged in, the white space is not so large but still there and still creates a scroll bar on bottom. I am not sure if this is happening in older versions of IE. I only have IE8 and Chrome installed on this computer.

Anyone have any idea what might be going on and how I can fix it? I have spent the last day trying to. My header template is modified. However, I did revert it to see if that was the problem and it was not, so I put my header back in.
