Some settings are on the front end, some are on the back end... it's just all over the place. Keep everything in the admin besides the basic create/edit article. All the section options should be in the admin and not this let me look for the hidden pencil stuff... For example, I would expect to be able to sort the "sections" in the admin, not via the front-end hidden pencil edit page.
