CMS Can't create top level category
 

I'm refused to create more than one top level category, couldn't find it in the bug tracker - maybe it's just me who can't figure it out?

I select
"New Top-level Category"

And write my category name and it says:
I cannot save this record until you give me either a section or a category under which I can put it.



Also white text on white background isn't very readable ;)
