CMS Event Management...broad question.

First, I apologise if i've posted this thread in the wrong forum...feel free to move at any time:-)

Ok, here's the deal....

Our site is heavily revolved around event management...a single site where mulitipe community groups can submit their events to us. We in turn will post their events (after review) on a designated 'Upcoming events' page - maybe in the form of a calendar. On our front page we want to have a side panel which lists 3 or 5 of the closest upcoming events - and maybe another little panel that shows a 'highlight' event.

We have purchased vbulletin 4.0 publishing suite...is the above possible to do with this app? If so, any general pointers will be appreciated.
