I got a new error after my 3rd attempt... did i win something?:p

I first tried the upgrade from 3.8...... no good.
I then tried to upload my old forum as i dont want google to catch my page with errors.
Then the third time, i got the above from just deleting everything from the server (except database) and uploaded a clean install of the VB4.

I thought the previous version was easier to install. Knowing there are a lot of new things on this 4.0, i am more patient. but going on my 4th try, i would like to know what i could do something to fix it without uploading it again on the 4th try.

any help?
