Images won't display on development server.
 

I made a copy of my forum to test some modifications a few days ago. Everything seemed to go fine, except I cannot get the images to display. I checked the directories via FTP and the images definitely got uploaded, but when I try to access an image directly, I get redirected to the index page of the live forum.

Things I tried:

• Checked in stylevars and the path is correct (it's the default image path). The image path also appears to be correct when I view the page source.
• Went into update counters in the AdminCP and selected "Rebuild Styles"
• Uploaded tools.php and went through several of the settings there, including resetting the cookie domain and getting the default style settings.
• Switched the forum template to the default.

Is there another setting I'm missing? I've set up duplicates of my forum several times before to do testing and upgrades prior to releasing them on the live forum, and i don't remember this ever happening before.
