I know what many of the vb:xxxx variables mean, but what does vb:raw mean?

In the register template, there's a line:
{vb:raw human_verify}

I assume it's like a macro where a bunch of code gets inserted there when the php runs. If that's the case, where is the human_verify code being referenced?
