CMS How to Perfect Layout.

I cannot seem to achieve those column widths; can you tell me the settings (and where)?

I have tried and failed to have the two column center (as you have on this site's CMS) and then becoming a single channel below it.

I understand basically what is needed, but I appear to implement it incorrectly.

Is there a tutorial of those specific settings that were used here?
