guys please help me out I wanna start a forum but there are loads of things I do not know

1) guys how much does vbulletin cost ? the latest version
2) can you get an inbuilt chat room feature?
4) if a new version of vbulletin comes out can you automaticy just upgrade* or will it delete the old forum first?
5) what is hacking and up what happens if I get hacked? is their a internet law enforcement that will help me.
6)if you have ads on your forum can you make income revenue?
