Suite v4.0 Suite upgrade crashes at step 3
 

I have UNINSTALLED all plugins and removed left over files off the server.
I did a repair on mySQL database* I did all the maintenance routines before upgrading.

When I hit step 3* the upgrade bugs out and I get the following message:

I have a ticket open but we don't seem to be nearing a solution in the short term.
Anyone have any ideas???
