CMS Error trying to run upgrade script
 

I'm trying to upgrade my vb install from 3.8.4 PL2 to 4.0.0 PL1. My old forum is located at http://www.pcshoptalk.com/forum but I want the new one to be at the root* so http://www.pcshoptalk.com.

I have disabled all products and turned the board off. I then uploaded all files to the root directory. When I try to run http://www.pcshoptalk.com/install/upgrade.php* I get the following error:

Parse error: syntax error* unexpected T_STATIC* expecting T_OLD_FUNCTION or T_FUNCTION or T_VAR or '}' in /home/pcmik/public_html/includes/class_core.php on line 1380

This is both with and without altering the config.php.new file to config.php

What's going on?
