Forum EmailNotifications - Not Working Properly

I have VB set up here:

I have been using it for some time* at least 7 or 8 years. The forum apart from one or two hiccups has always worked great for me.

I am having a couple of problems at the moment.

1) When a post is made and a notification is sent out* the URL it sends out is always wrong and sends you to the whats going on page.

Example:
http://www.closecombat.org/forums/in...ad.php?t=14260

I know this must be something very obvious* any help much appreciated.

2) Despite adding in several questions and requiring the answers to these to post or join the forums* I am still getting spam posts. The questions are pretty specific and not simply 4+4 etc. How are they still able to post?
