Planning on buying VB.
 

I understand ( or so i think) the requirements and the list of things to keep in check.
The purchase options are just a bit confusing to me.

I'm really close to making a purchase.
But what's this about a license ? What does someone like me have to do for a license? Why do I need it again? Do I need to renew it every year or so? How much is that going to cost?
I want to buy 3.8 if its cheaper. Or just 4.0( this doesn't include the possibility to adjust templates does it?). Only the suite does that right?

This might sound very backward* as most people are probably familiar with these types of things. So I hope you don't take it the wrong way.
