Users that are promoted to Admin have limited fuctions - how to change this
 

We have a number of users that have been promoted to administrators* but if one of them want's to move a number of threads from one topic to another* they get a redirect to the main admin control panel.
All those users that have been set with all permissions* including the facility to administer Forums and Threads.

How can I set things up so that these users can make changes* without having to login to the Admin CP?

We are using version 3.8.4 Patch Level 1
