Allow instant email notification for subscribed forums
 

I know this can increase a server load* but in my case* I will never exceed 250 members since it is used for business. I want my people to subscribe to all forums and preferably select "instant email notification".

I am using this now as a hack on 3.8 and it hasn't caused me any problems. If you don't make it part of vb4* I am confident that someone will upgrade the hack to work with 4.0.
