Adding a text box?

Ok* I have searched everywhere...maybe I am not using the right words.

I want to put a text box like they have over at the vBSeo site http://www.vbseo.com/forums/#vbseo-seo-plugin where it says ""Welcome to the vBulletin SEO Forums" in the box.

Can somebody point me in the right direction?
