Is the best solution to have rate area?
 

Is the best solution to have rate area as start forum does not have many messages and Threads and even sources to manage forum...

Can be ratesedited by admin/moderator as some can abuse such rates if there is not quite amount of posts/visitors.

Need suggestion.
